WTC Health Program and VCF Eligibility Maps Compared

We’ve noticed that there is, understandably, a little confusion about the fact that the two federal programs for 9/11 survivors and responders use different boundaries (i.e. zones people have to show they were in to qualify). To cut the confusion, here’s how each program defines the “contaminated zone”:

To apply to the WTC Health Program, survivors need to have been below Houston Street. Part of their zone also extends into Brooklyn. To qualify for the VCF, applicants need to show they were below Canal Street.
